My laptop fan often gets really loud, but then gets quiet again and that repeats itself over and over again.
Is that normal or should it be constantly loud?

It is of course possible that if you do nothing, Windows starts to start background activities such as preloading updates or scanning your hard drive for malware. The virus scanner also does this if you have one installed.
You can track it in the task manager - but if there's really no activity, pollution could of course also be a problem, which means that heat can't be optimally dissipated, which means it keeps building up.

Yeah, sure, you can optimize. But I always say in case of doubt you can rely on a bios that already regulates. If the temperature sensor is dirty, the curve is of no use to you. If this is a new device now and it has always been like that, then you should definitely take a look. But as a "layman" you can also rely on the automatic.

It is best if you create your own fan curve.
With silent the processor clocks down a bit, with a correctly set fan curve this shouldn't happen.
