I've decided to reset my laptop after a long time. I did that too, but when I want to start the Windows boot process I see the blue Windows screen for a moment and then the notebook shuts down and is in a BOOT LOOP. Unfortunately, I can only go into the BIOS. I don't have any more options. I ask for help.

Have you tried a Windows system repair disc?
Find any PC that is currently working and is probably virus-free, put a USB stick in it and then download the Windows Media Creation Tool.
Create a start stick with the tool and reinstall win ink on your laptop. Erase the old partitions.
I've already tried it, but for some reason the USB stick is not recognized in Boot Manager. I worked with the Media Creation Tool.
If your laptop has a CD drive, you can try this with it. I've also had a PC that absolutely didn't want to boot from USB.
Unfortunately I don't have a drive or an external drive.
Then you have to write off the pc.
