Windows 10 is usually tied to the motherboard. You can simply build your hard drive into the other computer and boot, but Win10 will soon realize that something is lazy and "disable" the license.
So either you buy a 5 euro part of EBay and hope that it works or you give up on a free alternative (Linux: Ubuntu, KDE Neon, …).
There are also programs that can read and display the key of one PC and you can enter it on the other PC. But keep in mind: A key is only valid for one installation.

That's not quite true, the license may only run exactly on a computer. It is not limited to exactly this computer (this requires exceptions or additional agreement). I can even put my windows on a new laptop when the old one breaks down. Apart from the fact that he may be bound to the hard drive. But it's just not that it's installed once it's only valid for the device. Basically it is a user license. If it is in your windows account you will be able to transfer it to other hardware.
I did not write anything else: 1 license per computer. If the FS wants to keep Windows 10 on his laptop (that's how I understood him), he needs a 2nd license. If he wants to remove Win 10 on the laptop, he can transfer the license via his Microsoft account - that's what you described correctly.
