I was in the process of populating Arch on a laptop with Windows installed, but after creating 3 partitions with fdisk, I received an error message. So I started again, but the hard drive is simply not formatted. Is there a command to reset the entire hard drive to its factory state, i.e. Completely without old partitions?

All you have to do is delete the existing partitions, then everything will be gone.
