You can apply for everything, but whether you get it approved is another matter.
Before I tell you something wrong, you should speak with your advisor from the job center itself. But I have in mind that you can apply for it as far as I know!
If your current approval period for ALG II expires regularly in the next few weeks, you have to apply in time for an application for further approval of the ALG II, because you still have no income, and during a (possible) retraining subsequently also in the ALG II - Would be related, if this US is not remunerated by a company itself.
Unfortunately, I can't answer your second question if the mentions of your belongings are not expressly required during the retraining, which the training provider does not cover.
During the retraining, however, you will generally not need any special (occupational safety) clothing in this educational area.
A notebook for domestic use I do not see as a necessary special service. In - house training provides something like the training company and a used office book incl. Windows XP you get on Ebay already around 100 euro. Matching office software you even get for free. (e.g., Star Office)
In some cases, retraining companies may also provide their students with the office software used there for training purposes within the scope of a company - wide license during the course of the retraining.
