In the current Windows 10 release, the time settings of the power options are not properly reflected on some systems. You can then try the settings using the command line tool powercfg:

powercfg / change monitor-timeout-ac 3
powercfg / change standby-timeout-ac 5

powercfg / change standby-timeout-dc 5
