whether the device is listed anywhere at all (in "image processing devices" or "other devices"). Otherwise it can be a hardware defect.
If it is listed, you can also double-click on it and uninstall the driver under the driver tab. Then unplug the device and plug it in again. This should cause a new driver installation, which can sometimes fix bugs.
