Laptop won't start, only seeing background image?

When I start my laptop nothing happens, only my background image is visible and the cursor can be moved. When I switch the laptop off and on, this picture is immediately there again.

I had this briefly at the beginning of every start of my old PC, but for me it only took a few seconds… How old is your laptop?
