There's no laptop without a touchpad. You could deactivate this in the settings. I have the setting so that the touchpad is deactivated when a mouse is connected and is activated without a mouse.

That this is so cheap is because it is an OEM version. OEM versions are full versions that are fully functional and updatable, these were e.g. Included with company PCs and are no longer used.
