If you want to have Office with you, then you should already buy it.
Alternatively, there are free programs on the net.
Usually not, sometimes a 30-day trial is preinstalled, but after that you have to pay. Every now and then there are offers where Office 365 is here for a year, but that's usually explicit.
LibreOffice is a free alternative to Microsoft Office.
If you still want advice on buying a laptop, I just need to know how much you want to spend.
If it is stated you can get a one-year-old license as a gift or purchase. If you are looking for a cheap laptop without much performance, because you only use Word, Excel, PowerPoint or Internet Explorer anyway, you can take a look at Krüger & Matz.
