4k screen only 30 Hz?

I have a 4K 60Hz screen. However, I only get 30 Hz (I use the correct connection in the screen for 60 Hz) because the HDMI connection uses the laptop's graphics card integrated in the CPU (it can handle a maximum of 4k at 30 Hz). Unfortunately I don't have a display port. I tried to solve this with an HDMI to USB-C cable but to no avail (screen didn't come on). Is there any other way to use the external graphics card (GTX 950m)?

Why HDMI to USB-C? You can use the GTX950m with hdmi, what's the problem? If the only HDMI output is the internal one, what kind of output do you have for the graphics card?

HDMI to USB-C, because at some point I ran out of ideas. My problem is that the HDMI connection in the laptop does not use the GTX950m, but rather the Intel HD Graphics 520 built into the CPU. I see that in the advanced display settings and it can't do 60Hz. I think this will be difficult with this laptop.
