In the "usual" standard case: yes.
In the "Microsoft" standard case: no. The computer is sold with Windows 10 preinstalled and the installation code is stored on the mainboard. If you reinstall the same Windows version, the installer will find the code automatically.
(I noticed that on my HP notebook: Windows 10 Home was preinstalled, I wanted to install Windows 10 Professional. It was not entirely trivial to cancel the automatic reinstallation in order to be able to enter the license code for the Pro version at all.)
