In a holiday apartment that has no telephone connection, no WLAN, no router, I want to set up a WLAN from my smartphone that I can use with my laptop. Is that possible, e.g. With Powerline?

If your cell phone has mobile data, you can turn on a hotspot and connect your computer to it.
Joa on the cell phone via flat or data> <
Connect the laptop to the cell phone via USB thering
Or switch on via WLAN / hotspot.
Configure the "Hotspot" in the settings. With then you have your "own" WLAN. But think about your data volume if you have a limit.
Powerline is only one way to get an existing internet connection from a router or network switch over the power grid to somewhere else if you don't have Wi-Fi. Since there's no router where you are, this is not possible.
For what you want, there's either the hotspot function of the mobile phone (then your data tariff will be charged) or there are own small hotspot devices that contain a SIM card and span a WLAN.
What do you want with Powerline?
Yes, you can set up a mobile hotspot with your mobile phone / smartphone, depending on the operating system, simply go to the settings under Wi-Fi and
Network name
and
Encryption password
enter and activate.
With your notebook, you only have to search for the Wi-Fi network and then connect (with the encryption password) to the Wi-Fi.
Powerline or D-LAN for Lan over the electricity network is not required.
But note the mobile hotspot requires a lot of power, you should connect your cell phone to the charger if you are going to use the hotspot for a longer period of time, otherwise it will be all very quickly. And if you are not currently online with the notebook, you should also switch off the hotspot to save electricity.
