Regular stutters in games?

I have a Medion Erazer P7651 laptop with an i5 8250u and 150 4gb vram.

As you have noticed in my previous questions, I have problems in games, because I always have such disgusting, regular mini stutters in it. And I play on 1280x720 and lowest settings and the problem still haunts me. So I ask the question again for new answers!
