For some time now I have often been unable to download anything. I have tried different browsers, different files and it just arbitrarily decides whether the download will be carried out or not.
It is not due to the proxy server, I think, because I use a different browser for this and so far there have never been any problems.

Another possibility would be that some programs have nestled that should not be available (just some freeware would like to add one or the other "auxiliary tool"). Go to Control Panel → Programs and see if there's anything there.
I think that would be a somewhat exaggerated reaction.

How is the laptop connected, Wi-Fi / cable and what else is stuck? Does it go directly to a modem or is there a router in between.
Over Wi-Fi, but I have a stable internet connection and tried it in different networks. Otherwise, the computer starts up a bit slowly, but that's probably a different question.
Not if the backup was only 2.3 days ago, for example 😉
