Laptop no longer opens programs and can no longer be switched off

Try running the battery down, then turn it back on. If nothing changes, save all data on the SSD and reinstall Windows.

Press and hold the switch-off button or remove the battery and cable. That should work

Sure - just hold the power button down long enough. There's an emergency shutdown that software can't prevent. If it still does not work after a restart, start Windows with CTRL + F8 and then reset.
