Is it possible to get pictures from an old cell phone on the laptop / PC even though the cell phone is no longer on?

I found an old Samsung Galaxy S3 and still have old photos on it. The cell phone had battery problems back then & now it just doesn't work anymore.

If I close the cell phone on the laptop, of course nothing happens because the cell phone has to be on. Is there a way to still be able to access the data?

It depends on whether you only saved the photos on the device or saved them on a memory card. If you have it on a memory card you can insert it into the laptop and import the photos.
