The monitor and display each have an optimal resolution and this is usually adopted automatically. You can also change them in the driver.
Yes, that shouldn't be a problem. Depending on the TV, it can even interpolate the picture. The then calculates a few pixels. Or as a simple example: You can also watch DVDs on a 4K TV… Like 99% of all TV channels, they also have no 4K resolution!
