Otherwise, if it's really about charging and not "using the power bank", a normal power bank is theoretically sufficient if you have USB-C PowerDelivery. My Thinkpad E495 PC, for example, can be charged with it. Then the Powerbank should be able to PowerDelivery and be a little bigger. Laptop batteries are so big from 40Ah, rather more. If the power bank is only 10Ah, that doesn't help that much…
Of course there's. What a "normal laptop" is is a matter of definition, but basically a power bank is just a battery. Of course you can use it to charge another battery. It's just a question of how full you get it.
