Computer program to reduce and limit the Internet?

I currently have limited data volume which I also use with my laptop and would like to know whether there's a program that restricts and sometimes even prohibits the internet use of other programs. I have something with my smartphone there's an app, for example, that the network may not use either way. Is there something for the PC?

Unfortunately, I don't know of any PC programs with which you can block and release Internet access from individual applications in a targeted and time-controlled manner.

Since it is no longer possible with Windows 10 to reactivate the network connection via a desktop shortcut, as in Win7 times, I was looking for a small but fine solution to do something like this again with a few mouse clicks can.
