Yes, but before that, reinstall windows again, and if you already get a new disk then get ne ssd

An SSD (for C.) should boot the system in under 10 seconds…
Tidying up, defragmenting the HDD could also save time…
But swapping doesn't fix mistakes either. More like setting up the system again…

If the operating system itself has no errors, then possibly
If the current HDD is defective, a new HDD will make a difference. If the HDD is not defective, then a new HDD will not do anything.
However, an exchange to an SSD would be advisable.
