Because nobody manages to program something that has been programmed for 1 week, absolutely error-free, completely and adapted to the latest standards.
And there's more than a week of work in Windows.
Updates are good. Or do you want to get a new operating system every two months because the old one is out of date?

Updates are not always bugs but also new or improved functions. Many programs use functions provided by the operating system and these should obviously be in the latest version, otherwise programs will not work properly. Incidentally, every proper operating system receives regular updates, including Linux or MacOS
