That can't be said, that is a USB-C connection.
USB-C is simply a mechanical connection, behind it can hide USB2, 3.2 Gen1 & Gen2, Gen2x2, DP, USB PD and also TB3.

Whether that is USB 2.0 or even Thunderbolt 3 can't be said on the basis of a picture.
