Why can't I download an older version?

I took my old laptop (Windows 7) and installed mincraft. I wanted to create a new version (1.8.9) but could only select 1.16.3 with the workbench and 1.16.3 with the grass block (i.e. The ones installed before)
I have all versions available on my PC but not on my laptop.

P.S. Of course I'm logged into the same account
