Can I use my mother's surf stick on my laptop?

My mother has a 1&1 surf stick with a monthly data volume. Is it possible that I can also use it on my laptop (if I have all the data)? Or is this not possible?

I'm looking forward to your answers, as I'm not technically familiar with them.
