PC scrolls by itself?

As you've already read in the title, my PC scrolls for two days… And on my keyboard, the + button is always pressed automatically… Have my PC formatted but can't keep up because my mouse scrolls down by itself and no my mouse is not broke it with another laptop tested

And the keyboard? You can also scroll with the arrow keys

Does not work too.
