Make video smoother?

Does anyone know if you can increase the FPS of a video (of 30FPS, for example, in 60FPS), even if it sounds utterly illogical xD Or just another way to make it look smoother vllt motion blur or something

Unfortunately, I have to use the mobile phone for something like that at the moment

Laptop still needs 2-3 weeks

There are technilogies with which you can try to generate extra frames; for example with frame transitions. This will never produce the same impression as a video that was actually shot at a high frame rate.
