I have 2 questions. My laptop screen is broken and I want to buy a new laptop now. Can I somehow export the pograms and data to the new laptop? Do I have to reinstall the programs?

Simply connect the hard drive to an external drive and drag the data onto the new hard drive.
Turn on the HDMI cable, connect to the LED TV and try Windows key and P arrow once down, enter, otherwise hard drive out and secure with a USB hard disk adapter.

You have two options:
Connect your laptop to a TV via HDMI and then try to use it.
Build the hard drive out. Then plug it into a hard disk reader. Then pull down your important data.
