Windows 10? Reinstall?

I have a Toshiba laptop and I can't fully install Windows. Appears on the screen with a black background, the installation could not be completed. Start the installation again to install Windows on this computer. How can I reinstall Windows?

Have usb with windows, change boot order, restart and boot

Changing the boot order is not necessary. You can open the BIOS boot menu and select the stick. F11 key or whatever is shown for it.

In some cases, the system also boots independently from the USB if there's Windows on it, and not on the hard drives.
