For years I have only been buying refurbished leasing returns from specialist dealers. Very good business notebooks for little money. I don't need high-end for my needs, but reliability. Such a 3 year old notebook will last 5 years.
Look around for the following notebooks:
Lenovo T series
HP Probook
Dell Latitude
Dell XPS / Latitude or Lenovo Thinkpads from T430 are very very cheap and create all office workloads as well as Youtube, Netflix and co. Without problems.
I just say normal size of a laptop and is actually to be taken to school for everything (don't need that often so it doesn't have to be small)
Just normal size of laptops that you usually have at home so don't take the small ones you often see on the train or something. Up to 500 euro and well for school, draw with a graphic tablet, games

My brother has this too and he also uses Linux Mint Cinnamon. To install it you have to deactivate in the BIOS secureboot what is possible with this model. Then the installation of Linux Mint Cinnamon runs without problems.
Linux Mint is also one of the most used distros. Even laypeople can easily install them. As with Windows, the desktop has a start menu.
