Brand new notebook won't open?
I'm not sure how to phrase this above.
My new notebook has just arrived. I turn it on and just see that on the screen.
Then I hit enter a few times, but nothing helpful happened. I have now entered the current date and time below but still nothing has happened. I need help
You probably bought it without an operating system that is Free Dos you need a Windows 10 boot stick or a Linux boot stick

Bad buy. You said that there's a graphical operating system on it, Windows is usually expected.
You can buy the same or install Linux for free.
Isn't everything OK? Welcome to FreeDOS. Apparently you bought a computer without Windows. If you wanted Windows, you would have either had to order it preinstalled, or buy a Windows license now and install Windows.
Then you should buy a Windows key for about 10 euro (for Windows 10 Pro) on the Internet and download and install the software from Microsoft. Your laptop was apparently only sold with the DOS level. That is not enough.
