I also have 32GB in a tower PC and can confirm that they are never 100% busy. In Ark Survival Evoled I managed to get 28 GB. Otherwise I know of no situation where 32GB would be required.

Sure, especially not with a laptop, since the CPU is probably limited anyway in programs that need so much RAM anyway. 32 GB or more actually only makes sense for professional applications.
