Some notebooks and desktop PCs have individual USB ports that can be used to charge other devices. If this is not desired, this function can usually be deactivated in the BIOS or UEFI.
As long as no power-consuming device is connected to such a USB port, it has no effect on the battery and / or general power consumption. As I said, you can probably disable USB charging in the BIOS / UEFI.
If this USB port has a charging function, devices can be charged even when the notebook is switched off. The function is intended for this and you can use the built-in battery as a power bank.
The power supply for USB can be set in the BIOS, but then the system can't be controlled e.g. By the USB mouse, this can also be set in the power-saving mode.
