Task Manager shows 25% with 1GB usage, even though I have 16Gb?

I recently upgraded my laptop to 16Gb Ra., System information etc. Detect 16GB Ram, but it shows me that with 1GB usage, 25% are used, so a total of 16GB. Why is that?
