Windows 10 user account only use internet?

I would like to create a user account on my laptop that does not have access to all programs except Chrome. So no Explorer, no e.g. Dropbox, Steam, etc. But only Google Chrome.

But I would like to be able to access everything normally with another user account

Is this possible without too much effort with e.g. A program or settings

You create a user account. There you can uninstall or install everything you don't want.

If you go into the computer as an administrator, you have access to everything.

These user accounts work independently of each other.
