No, of course you don't send an email telling them that you can't take the test. You call them and say that you would like to take the test, but that you don't have a computer. You ask what alternatives are there.

Otherwise I would rather call and say that you would like to take the test, but technically do not have the opportunity to do so, and ask if there's another option.
