This is a normal USB stick with a bootable Linux operating system on it.
It doesn't make your notebook any faster than it would be after a new operating system was installed.
Such a stick costs you 5 euro, Linux is open-source and free and there are a lot of good instructions on the net how you can create a bootable stick with the Linux distribution of your choice.
In my personal opinion, the Xtra-PC stuff seems like a conscious, complete rip off of unsuspecting users.
