This is sure to be a problem.
Look for a Ryzen 4800H / 4750u with 16 GB of RAM. You don't need to start below.
The keyword is: "proxy files".
ie: The software creates smaller files for processing. The originals are then used again during export. That takes a little longer!
I would recommend Shotcut or Kdenlive. Forget DaVinci Resolve!

Already clear. But if the thing is to run with a cheap computer, then only with the appropriate software.
That won't work, I would just recommend you to take a file that is ka 720p or 1080p and then simply edit it and then just render it in 4k. Would recommend a (used) MacBook for this.
I have a 4K camera and want to edit the videos from it. I'm not assuming 720p.
For 800 euro you can't get a laptop that can handle it smoothly. So either you do it or you don't. In the end you have a 4k video.
You can edit it with almost any laptop, depending on which it renders a little longer.
This one will be sufficient if you are working with proxy files!
But everyone who knows anything about video editing does that anyway…
