You should pack both devices in a LAN, then both can communicate with the router and, if desired, directly with each other.
The easiest is to connect the router to the modem. Go to the PC with one cable and to the tow top with the 2nd cable if you don't want or can't connect the tow top via Wi-Fi.

Nobody knows exactly what your question is here. No one can tell from your question, what do you mean between PC and laptop, what do you mean to have to do on PC or laptop.

Yes that's clear but there's also an option in network and internet - change adapter options - then the ethernet which has internet - properties - release and then it says yes allow other users in the network to use this connection of the computer as an internet connection bisl confusing. ^^
