Windows logon not working, what should I do?

When I turn on my laptop, the time appears, but there's also something wrong with the background image. There's only white with a character and there's Windows logon. If I then want to enter my password, the screen goes black and 10 seconds later the Windows logon appears again.

Have you ever switched off and started up again? Since when is that?

If it doesn't go away, simply system restore
