GTA V is very poorly optimized for computers. There are often performance problems / bugs / glitches / crashes etc. It can happen that a worse computer does better than a better one.
The low GPU / CPU utilization is also a widespread problem.
For me it helps to some extent if I set the priority of the "gtav.exe" to "high" in the "Task Manager" under "details" and leave the game in window mode (full screen can sometimes lead to crashes). In addition, I usually have to close most of the other applications.
