Sounds like bloatware from the manufacturer. Download the VLC Player and play your DVD.

To watch DVDs simply install the VLC Media Player. You can download it here for free: https://www.vlc.de/ After download double-click install. Remember the installation folder.

Then you need the libdvdcss library. These can be downloaded for free here: https://github.com/...dcss-2.dll Then copy this DLL manually into the installation folder of VLC Media Player.

Now you can play DVDs.
