I bought the Neewer NW-800, but it did not work, then I read it still needs a 48V Phantom power purchased (Neewer NW-100, hope that's not the reason.) Then I've connected all the cables properly, power turned on, but my laptop does not recognize the micro.

Which laptop? Connected to which socket?
Did you connect the microphone to another computer or to an external audio interface and check its function? This function check is important, because it could indeed have the microphone or the phantom power source a quirk.
Without the phantom power the micro does not work. A car without a motor does not work either. Reasonable would be a cheap interface z.b the Behringer umc22 for 36 euro
How do you know that your microphone is not recognized?
Look in "Control Panel> Sound> Recording".
