How do I get rid of bluetooth dropouts?

Together, I have a JBL Clip 4 (which is irrelevant) that works great as long as my laptop is plugged in and charging, but as soon as I use it on battery power, the audio signal stops and goes out continuously (also tested with a second speaker, same problem, so it has to be the PC)
Win 10 and set to the best performance with the power saver.

Presumably something is set somewhere in the energy saving options that the laptop does not deliver the full Bluetooth performance in battery mode.
