do I have to select, then everything is reset and everything is deleted, except windows? (As if the laptop is like it was at the beginning)

The 2nd deletes Windows first, but is immediately reinstalled.

But windows stays on right? Don't I have to transfer Windows to a CD or USB stick and then download it?

Windows is simply reinstalled, the laptop / PC does that by itself
