How do I provide files via smartphone and hotspot?

As always I have such a special idea that I can't get through search engines and hope someone can help me here.

I would like to provide files via a hotspot for seminars where the participants have their own laptops with my Android smartphone. It should work locally and without the cloud and without having to install a client on each device. Ideally, someone simply dials in via W-Lan and a predefined directory opens automatically.

There are mobile routers that are exactly there for something like this, but I would rather do this without additional purchases, since there are always a few files that should only be downloaded at the beginning of the course. Alternatively, I could use my Windows laptop for this, but I would prefer the mobile phone solution.

Unfortunately, I'm not very knowledgeable about Wi-Fi and I would like easy-to-understand instructions or a tip for a not too complicated app that can do what I have described.

How do you want people to open a directory if not through a cloud?
Another option would be a website, but that would be like a cloud.

However, it seems that you still want to upload files that can later be downloaded by others. Would just take a cloud or public website. That's not a problem.

Is a problem if the venue does not provide a (good) network. There's a reason why I excluded a clud-based solution. At home I just hang a hard drive on my age-old FritzBox and can easily access shared directories without the Internet, so it can't be impossible. And I don't want to upload anything in this sense, but always have the files locally on the phone / laptop. Anyway, thanks for the answer.

If everyone has laptops, just pick up all of them with a stick, if you don't have too many, and you pass them around first.

On the other hand, you can also tell people to download it the night before.

In addition, this hotspot variant does not help you if the network is bad because your hotspot will work just as bad.

I don't even know my participants the evening before and don't feel like teaching each one individually, especially since it didn't work for everyone in the morning.
I had 5 sticks / cards with me last time and it was pure chaos that lasted forever. Not a nice solution either.
the cell phone would be the router that provides the Wi-Fi. As I understand it, that is exactly the point and purpose of a hotspot.

The Wi-Fi on site is bad and you want to use hotspot instead…

Then make yourself a hotspot and give all "WLAN" access via your mobile phone.

Then everyone can download the file shortly after your instructions and you can turn off the hotspot again.

You only have to pay attention or you can't make sure that no one updates his apps in the short time or uses up a different amount of data or uses up the full bandwidth so that the others can no longer download.

However, this is only the case if you have little data volume.
