For a little over 10 years there have been and have been attempts to design and market so-called "OLPC" (One Laptop per Child), especially for developing or emerging countries, in large-scale production and without subsidies.

This is the amount of money you would have to pay for a "netbook" with ARM SoCs nowadays, so that modern browsers and slim, but not hopelessly outdated office software would still run smoothly.

If the manufacturer installs a special Windows for licensing reasons, operation via USB / SD is certainly not supported. Quite apart from the fact that the speed of these storage media are not suitable for running Windows on them. Unless you have a lot of time.
