I want to change the hard drive for my Imac but the hard drive is new and there's no IOS on it. How can I install the operating system on my Imac? I have a Windows 10 notebook on which I want to create the bootable USB stick for IOS.

You don't actually need a stick at all and can install macOS relatively easily via an active internet connection. If you want to create a bootable macOS installation stick in Windows 10, you can simply write the macOS image to a USB stick with the shareware TransMac.
Although the app is subject to a fee, the full functionality can be tested for 14 days free of charge. Alternatively, use Python to download the desired macOS image from the Apple servers and then write it bootably on a USB stick. No rocket science.
