Why does not my laptop start after a long time?

I have not used the laptop for a long time, now I just wanted to turn it on, but whenever I start it, it beeps and flashes this icon (attached picture). What does that mean? Can throw away the laptop?

Can you get the battery out and 20 sec. Wait and get in again. Maybe also the battery from the CMOS static RAM out and after 20 Sec. Clear again
