I have a Lifebook from Fujitsu (A Series), although it is connected, the battery does not charge more than 30%, the laptop indicates that the cable is connected, but is also not loaded. (See pictures). Without a laptop, the laptop will work, but I work a little longer, this is synonymous.
Is it possible to determine on the basis of this information whether the cable or rather the battery is defective? Unfortunately, I'm not so good with laptops and I do not know anybody who can lend me a suitable cable. Perhaps someone can help me with that.

The power adapter is defective or too weak. Swap that out then it should work again

If it charges up to 30%, it can't really be due to the cable. I would say either battery broken or software error. If possible, simply reset the notebook to factory settings and then look again.
